I have the honour to lay before you this petition for an
adjustment of my salary in accordance with the promise given by
the Civil Service Comissioners in connection with the appoint-
gent of ex-service Cadets under the econstruction Cocheme, and
to pray for a favourable decision.
2. I base my case chiefly on the leaflet "rcoonstruction
"cheme of Felection" issued by the Civil Service Commissioners and gated October,1919, and on the leaflet (Pholosure C) issued
by the same Commissioners in January, 1920. ith the first I have dealt as fully as is necessary in the original application
to H.E. the Governor of Hongkẳng (inclosure A). lith regard to
the loaflet of Jemiary, 1920, I would beg special attention to the definition of the Class 1 group in paragraph 1. My case is
further strengthened by the fact that the promise has been interpreted as applying to Fastern Cadets by the Talayan do¥= ernment (Fnclosure B) and, I believe, by the Government of
Ceylon.
3. in general grounds, I do not think that it can re.son-
ably be maintained that it was the int.ntion of the Civil Der-
vice Commissioners that credit should be given for var scrvice
to those appointed to the Home Ɛervice, but not to Rastern Cadets
or that astera Cadete wh have lost time on account of war ser-
vice should receive less consideration on this ground than if they had been appointed at Home. This would be a distinction
